Provocation: The Secret Life of Country Offices

Country offices are, more often than not, undiscovered countries

How much do international staff really know about what goes in country offices?   Especially when they don't speak the language.  What sort of abuses (nepotism, or sexual harassment) or corruption do we miss, assuming that everything is fine as long as all procedures seem to be followed and the appropriate paperwork and invoices signed?
