Top Tweeters to Follow Today's House Climate Hearing
The House Energy and Commerce Committee is meeting today to discuss pollution allocations under the Waxman-Markey-sponsored American Clean Energy and Security Act (ACES).
Sounds dry, but it's a major stepping stone - or stumbling block - to how fast and effectively greenhouse gas pollution would be capped and reduced if the bill becomes law. In essence, utilities and other emitters are arguing that the government give away most or all of the initial round of pollution credits, saying it will help them offset anticipated higher costs (with the implication that they'll otherwise pass those costs on to ratepayers).
Most climate action advocates are countering that all the credits must be auctioned off, in order to set a realistic market price for carbon, and give polluters an incentive to reduce their greenhouse gas output.
