If you're trying to reach someone in Mumbai, the locals at the Mumbai Help Blog are offering to help. They'll take your info via SMS and make the phone call locally, as they're able.  

Update 6:19 pm ET:  Well, these attacks in Mumbai have wiped my mind clean of whatever else I'd planned to post here today.  I have an acquaintance in Mumbai; I know she's okay. But a lot of other people are not.

So, Happy Thanksgiving to my fellow Americans.
